Mosman Parks & Bushland's view:
The three wooden barracks buildings, despite having heritage value and being some of the very few buildings of this genre remaining, are almost certain to be removed. New Bushfire regulations place them in a flame zone which means there would would be such limited permitted use (storage), that their retention may not a viable option. Parkland and walking tracks will be a compensation.
The 10 Terminal brick building cluster on the southern side of Middle Head Road will be adaptively reused. Plans for use are modest and do not propose a single large tenant. The plan is to have a mix of community and commercial use.
MPBA recognizes the need for ongoing revenue from the buildings to provide future maintenance of the structures, but we sense the Trust leaning too strongly towards office buildings, leaving fewer buildings for community use - probably the two large garage buildings which could be used for community and educational purposes.
Interpretation:
This is such a central site on Middle Head, bordering on the NSW National Parks section of the headland, that it should be a hub for visitor experience. There is an opportunity here for an information centre. There is so much to talk about on this headland and much of it can be placed it in the wider context of Sydney's and Australia's history.
It may well be proved that this is the site of Bungaree's farm! This is hugely important in the context of early Aboriginal and settler relations.
The military history goes from the 1801 fort on NPWS land, later batteries in the 1870s, the World War I hospital, and WWII construction which included the 10 Terminal buildings and the ASOPA buildings beside it.
Of special interest to MPBA, of course, is the natural history.
The Trust says that it does not have the curatorial skills to operate a museum. It prefers a "digital-led interpretation to focus on themes and stories of Middle Head's national significance and heritage". MPBA's view is that digital interpretation will fill a need, but should supplement rather than replace a physical centre for visitors to this important site.
